Dual-use artificial intelligence can improve coding, research and creative work while also helping an attacker automate or adapt cyber operations. The capability itself does not determine the purpose, which depends on users, access, incentives and the surrounding controls.
Dual-use governance tries to preserve valuable access while reducing foreseeable misuse. Measures can include evaluation, staged release, monitoring, access controls, incident sharing and investment in defensive capabilities before powerful tools become widely available.
