The resource can be processor time, memory, storage capacity or another constrained component. A useful measurement specifies what counts as available, what counts as used and the observation period.
High utilization is not automatically the best outcome. It can indicate efficient sharing or a shortage that increases delays, depending on the workload, headroom and quality requirements.

Think of how many seats in a room are occupied. That tells you something about use, but not whether everyone has enough space or can do their work well.
For example, a shared server may use memory that would sit idle on separate machines, while still needing spare capacity for changing demand.
Is utilization the same as useful output?
No. A resource can be busy doing unnecessary work, so outcome and performance measures are also needed.
Should utilization always be maximized?
No. Systems often need headroom for bursts, reliability and acceptable response times.
